The Measures for the Parallel Management of Average Fuel Consumption of Passenger Car Enterprises and New Energy Vehicle Points stipulate that in 2019 and 2020, the proportion of new energy vehicle points is required to be 10% and 12%, respectively. The "Measures for the Parallel Management of Average Fuel Consumption of Passenger Car Companies and New Energy Vehicle Points (Draft for Comment)" stated that the company's fuel consumption points and new energy points will be managed in parallel, and the proportion of points will reach 8% in 2018.

By the end of 2016, the number of cars in China had reached 0.194 billion, and automobile gasoline and diesel accounted for more than 70% of the national gasoline and diesel consumption. In order to alleviate the pressure on energy and environment, in recent years, the Ministry of industry and information technology, together with relevant departments, has issued supporting policies such as the accounting measures for average fuel consumption of passenger car enterprises and the promotion and application of new energy vehicles, which have played a positive role in promoting the healthy development of the automobile industry.

In 2017, the production and sales of new energy vehicles were close to 800000, reaching 794000 and 777000 respectively, an increase of 53.8 and 53.3 respectively. According to the calculation and estimation of the sales volume of new energy vehicles in 2016, the average level of the new energy passenger vehicle points industry is about 3%, and the relevant policy requirements will be greatly increased to 10% in 2019, which will greatly enhance the production scale of new energy vehicles in China and stimulate the demand of the new energy vehicle industry chain. It is recommended to pay attention to the upstream and downstream leaders of the industrial chain: Huayou Cobalt (603799.SH), Luoyang Yanye (603993.SH), Yutong Bus (600066.SH), SAIC (600104.SH) and so on.
